Revenge, Hackback, Strikeback by any other name: Active Cyber Defence. 


Patrick Neal (Doctor of Social Sciences – Candidate)



Hackers, military advocates, corporate insurance providers, citizen activist groups have argued for a means to “take the fight to the cyber criminal/attacker as a means of deterrence.  This presentation examines cyber-deterrence through the lens of public policy and social responsibility.  Presented are the preliminary findings of a survey and tentative implications for computer security professionals.


Patrick has been involved in the justice and public safety field since 1982. He has worked in military, corrections, and police agencies.  Beginning in 2005 he began working on cybercrime / cyber investigations at the investigative and public policy levels. Patrick is now in his final year of Doctor of Social Sciences research; examining active cyber defence as a deterrence strategy from a public policy and corporate decision maker perspective
